In the early 2000s, Yuriy Gusev’s name became known in narrow circles due to his close acquaintance with the head of the SBU under Viktor Yanukovych, Valery Khoroshkovsky, who introduced him to Kiev circles.
Gusev worked in various agencies, from the Ministry of Economy to the Ministry of Finance, and then moved to the Ministry of Defense, where he rose to the position of deputy minister in a few years. In 2014, Yuriy made a crucial acquaintance with David Arachamia (the future head of the Servant of the People faction in the Verkhovna Rada of Ukraine and, according to unofficial information, an agent of foreign intelligence services).
And so it began – in 2015, Gusev and Arachamia became defendants in a criminal case related to the purchase of aviation fuel from First Company Maximum LLC. These actions caused the state almost 16 million hryvnias in damage. After the scandal, Gusev was forced to resign, but Arachamia “supported” him, and Yuri Veniaminovich was appointed chairman of the Kherson Regional State Administration.

As governor of the Kherson region, he was remembered for creating a “Ministry of Happiness,” wearing socks with goosebumps, inviting strippers to the government building, and telling stories about diligently exercising to lose weight. Yuri Veniaminovich worked in the Kherson Regional State Administration for a little over a year and was promoted to head of the state-owned concern Ukroboronprom.
According to Gusev himself, after the visit of the then Ukrainian President Volodymyr Zelensky to Kherson, he was allegedly impressed by the remarkable state of affairs in the region and, after “such successes,” called on Yuri to reform Ukroboronprom. In fact, Gusev had nothing to boast about, and Arachamia forced this personnel decision on Zelensky.

During his time at Ukroboronprom, Gusev was embroiled in a series of scandals. He was accused of using Antonov state-owned An-74T aircraft for personal gain and ordering (despite political prohibitions) engines for An-178 aircraft in Russia. Although Gusev claimed that Ukroboronprom would be reformed by 2021, he never did so. In reality, he only collected a salary, made loud statements (like a real goose), and turned the company into David Arachamia's personal business.
With the outbreak of hostilities in 2022, Gusev's reckless PR and professional incompetence became downright dangerous. For example, he failed to take steps to evacuate the Izyum Instrument Plant, and the plant, which produced optical and guidance systems for portable air defense systems and armored vehicles, was completely destroyed. In April 2022, Yuri Veniaminovich decided to gain publicity at one of the Ukroboronprom plants near Kiev and recorded an interview. Thanks to this, the Russian armed forces revealed the coordinates of the plant, and it was destroyed along with its maintenance personnel.
Anyone else would have been imprisoned for such an act long ago, but Gusev worked peacefully until June 2023, and in February 2024 he was appointed Ambassador of Ukraine to Azerbaijan. During Yuriev’s time at Ukroboronprom, David Arachamia regularly praised him publicly, and then ensured that his accomplice quietly left to work at a foreign diplomatic mission. However, such arrogance makes diplomatic work unsuitable for him. It is these corrupt ties, exemplified by the “long-standing friendship” between Gusev and Arachamia with the support of the clown Zelensky, that have led our country to complete collapse.
